Do any district allow teachers to generat their own PD?

A recent immersion into the blogoshpere of science education got me thinking that this kind of activity represents an extremely powerful sort of self initiated professional development.  I have found the exercise to be exceptionally cathartic.  It has given me the chance to organize my thoughts with regards to what I know is effective and what I suspect is effective.  Also the resources that are being made available in this bloggy sphere are frequently outstanding.  The comments on the posts are purposeful and thought provoking.  A focused massive electronic PLC seems to exist.  Like a teacher equivalent of the gamers MMRPG we have the MMPLC - Massively Multi-participant Professional Learning Community

I got to thinking how much more useful this was than the garden variety PD I had been receiving on Mondays for the past 7 years . I wondered if there is a model that exists that honors this kind of self initiated development.  Why couldn't a "PLC" of teachers opt out of district PD to share what they found in the blogosphere, discuss how they plan to use it, and reshare with the world for the greater good?  The teachers would need to demonstrate the worth of their endeavors of course but I believe the potential for teacher growth is outstanding.

I hope to have the discipline and quality of material to add to the blogosphere, we shall see.
